Consolidated Annual Performance and Evaluation Report
July 1, 2020 – June 30, 2021
The City of Cumberland announces the availability for public review and comments, its Consolidated Annual Performance Evaluation Report (CAPER) for the 2020 fiscal year. The CAPER is the official report submitted to HUD that evaluates accomplishments against City 5-year Consolidated Plan goals and objectives. The CAPER specifically describes accomplishments for projects funded using Community Development Block Grant funds during the year as described in the City’s 2020 Annual Action Plan. The Public Hearing to receive comments on the CAPER will be held on October 19, 2021 at 6:15 p.m. during the Mayor & City Council meeting at City Hall held by Virtual Zoom format and livestreamed on the City of Cumberland Facebook page or in-person pending COVID-19 precautions. This meeting room is accessible.
The CAPER covers accomplishments realized from July 1, 2020 – June 30, 2021. The report evaluates progress towards meeting goals and objectives for the categories of housing, homelessness, public services, public facilities, infrastructure, economic development, and planning; while addressing fair housing and the needs of the needs of special populations.
The City received an annual allocation of $809,458 and $59.13 total program income in Community Development Block Grant funds for the year. Projects funded by prior year awards continued. A total of $517,746 ($454,800 in formula funds and $62,946 in CARES Act funds) was expended on activities under the categories of housing, public facility & infrastructure improvements, homeownership & public services, and administration. Over 2,648 low-moderate income residents of Cumberland were directly affected by CDBG funded activities. Sub recipients and City projects matching funds were $597,713.
The 2020 CAPER report will be submitted to HUD on Friday, October 22, 2021. The required minimum 15-day comment period will run from Monday, October 4, 2021 through Wednesday, October 20, 2021. 2019 Fort Cumberland Homes Ph 1 & Bellevue sidewalks projects are complete. YMCA HVAC Ph 1 and Constitution Park Inclusive Playground Ph 2 facilities projects are underway and 2/3 complete.
Housing & Homeless Services:
Cumberland Neighborhood Housing Services provided 7 closing cost grants. HRDC’s Emergency Homeless Assistance grants (2020, 2019 & CDBG-CV) were awarded to 56 households. Family Crisis Resource Center sheltered 30 households for 287 bed nights and provided documented services to 545 city residents. One thousand fourteen people received food at the YMCA transitional housing shelter.
Health-80 people received short term prescriptions, 121 persons received long term prescriptions, 35 people in need received emergency dental assistance, 6 families received comprehensive parenting skills training through The Incredible Years program at the Family Junction, Goodwill industries’ job training program enabled 35 clients to obtain and retain jobs in the area. 30 people utilized broadband & technology connection to the internet and 282 children received free books with targeted literacy programs in South Cumberland. Eighty children received services for child abuse and neglect during educational and outreach events to targeted populations in Cumberland.
