Funded by the State of Maryland, RAP is a temporary emergency rental program that assists the homeless and individuals experiencing critical or emergency situations beyond their control secure affordable, safe, and sanitary housing. Income limits apply as follows:

*Note the RAP provides a set subsidy based on the number of persons in the household. In addition, each unit placed under the RAP must pass a minimal housing inspection to insure that the unit meets basic health and safety regulations.
Extension of Assistance
The Rental Allowance Program is not designed to extend assistance beyond a limited period of time, typically six months, unless the applicant has completed the mandatory case management provided through the Human Resources Development Commission, Inc. through their Homeless Services Program. Completion of case management allows for an extension of assistance of up to six additional months allowing families/individuals to receive assistance for a total of 12 months. Additional extensions must be submitted to the State of Maryland for approval.
