Allegany County Government does not maintain the public water and public sewer systems in the city/town limits of Cumberland, Frostburg, Lavale, Luke, and Westernport.  Allegany County Government does maintain public sewer systems in Barton, Lonaconing and Midland.


The Utilities Division is responsible for the operation and maintenance of the water distribution systems, the wastewater collection systems, and the wastewater treatment systems in Allegany County. The county purchases all potable water from regional suppliers which is subsequently distributed and sold to individual customers.

85% of Allegany County residents have access to public water and sewer. The county serves nearly 15,000 residential and commercial users. The Utilities Division manages 155 miles of water lines and 195 miles of sewer lines. It operates five wastewater treatment plants, eight water pump stations, 22 waste water pump stations, and is responsible for 11 water storage tanks. This division also takes the associated water and sewer meter readings.

The Utilities Division has multiple upgrade/expansion projects in the study/design/construction phases at any point in time. Under the direction of a Professional Engineer, this division's employees are knowledgeable about the latest, emerging technologies and construction techniques. Many employees carry multiple certifications/licenses as water and waste water professionals.

Mission Statement

The Department of Public Works - Utilities Division is to utilize its resources, training, and experience to provide and maintain a high level of service to the residents of Allegany County and other county agencies.

The division shall strive to meet public's needs in a timely and courteous manner while maintaining the highest degree of workmanship, professionalism, and ethics. Implicit in the mission of the division is the necessity to keep the equipment, software, and employee training current, establish and maintain standard guidelines, maintain and reinvest in our infrastructure, and adhere to the policies and procedures of Allegany County.

The goals of the division shall be a guide to the employee who will work to attain and maintain these goals, while realizing the need for cooperation, good communication, and proper attitude taking into consideration the fiscal restraints and budgetary limitations.
